FIELD: evaluation of characteristics of scattering of electromagnetic waves by object, detection, determination of coordinates and identification of objects. SUBSTANCE: two radio signals shifted in time and orthogonal in structure are emitted in sequence in each probing period along proper orthogonal polarization on single carrier frequency, all orthogonally polarized components of radio signals reflected from object are received, output radio signals of each channel of receiver corresponding in polarization are supplied to filters. Each filter is matched with one emitted radio signal orthogonal in structure, parameters of output radio signal of each matched filter are measured to determine corresponding element of polarization matrix of scattering of object and assemblage of measured results is obtained and used to determine its measured value. Device measuring polarization matrix of scattering of object includes antenna, double channel in polarization, two reception/transmission switches, channel commutator, transmitter, former of orthogonal signals, synchronizer, heterodyne, four mixers, six matched filters, two coherent heterodynes, four units of quadrature phase detectors and analog- to-digital converter properly interconnected.
