FIELD: optical and radiolocation, radio navigation. SUBSTANCE: method and device can also be employed to evaluate characteristics of electromagnetic waves scattered by object, to detect and evaluate coordinates and to identify objects. Salient feature of method lies in that in each sounding period two radio signals shifted in time and orthogonal in structure are emitted in sequence on corresponding orthogonal polarization on one carrier frequency. All orthogonally polarized components of radio signals reflected from object are received. Output radio signals of each channel of receiver corresponding by polarization are fed to inputs of two correlators. Radio signals delayed with reference to reflected signals emitted during time delay and orthogonal in structure are supplied to correlators as reference voltages. Parameters of output signals of each correlator determining proper element of polarization scattering matrix are measured and obtained package of measured results is used to determine its measured value. Device measuring polarization scattering matrix of object includes double-channel polarization antenna, two switches RECEPTION-TRANSMISSION, channel switch, transmitter, former of orthogonal signals, synchronizer, heterodyne, master oscillator, two mixers, two amplifiers of voltage of intermediate frequency, four units of correlators and analog-to-digital converter.
