SUBSTANCE: the device has ionizing electrodes connected to a high-voltage source, and wire gauze conducting diaphragms located in the casing, in addition it has a dielectric diaphragm, the ionizing electrodes are made in the form of two symmetric zigzag conductors, 0.05 to 0.25 mm in diameter, located in parallel planes at a distance of 100 to 300 diameters of the conductors from each other with the dielectric diaphragm positioned between them, and positioned on the opposite sides of the ionizing electrodes at a distance of 100 to 300 diameters of the ionizing electrodes in planes parallel with the planes of the ionizing electrodes are the conducting diaphragms with slots perpendicular to the zigzag ionizing electrodes is connected to the positive pole of the voltage source via a high-resistance resistor, and the other also via a high-resistance resistor - to the negative pole.
