FIELD: instrument engineering, in particular, means for detection, observation, determination of the co-ordinates of objects moving at a considerable distance. SUBSTANCE: the system has successively arranged and optically conjugate scanning device, forming optical device, rotary optical device and a visual observation device. The scanning device has a mirror optical head, visual field drive and stabilization device and a mirror optical head control unit. The visual observation device incorporates a daytime video channel having a daytime video camera with an interchangeable lens, nighttime video channel having a nighttime video camera, video processing device, signal transforming device and a video monitor. Besides, the observation and sighting system has a laser range finder, adjustment device and a control panel.
