FIELD: medical engineering. SUBSTANCE: device has two electrodes being spiral anode and cathode manufactured from metals of different electrochemical potentials. The electrodes are short- circuited by means of direct electric contact so that the circuit has no external power supply source. The electrode are set in limited volume reservoir. Anode is optionally manufactured from copper and cathode from silver or coated with silver. Anode is also manufacturable from silver and cathode from gold or coated with gold. To prepare the solution for treating and preventing diseases, acetylsalicylic or boric acid is dissolved in drinking water to achieve 1.0-10.0 g/l concentration. Device having silver anode and gold cathode or cathode coated with gold is placed into the water. Silver ions concentration is brought to 0.01-100.0 mg/l.
