FIELD: radio communication. SUBSTANCE: it is advantageous to use this invention in wide-band radio communication networks offering services of stationary network to its users. Technical result of invention consists in reduction of load in main network of mobile cellular communication system and in decreased power of transmission jointly with switching-over of communication channel. With this in mind controller of radio communication network through which user's information is sent in the course of length of connection is chosen together with set-up of connection. Such controller of radio communication network is called switching center controller. If connection is switched over to base station that belongs to another controller of radio communication network then user's information is so directed that it is sent to active controller of radio communication network through switching center controller. Second idea of invention lies in that list of those base stations which can include set of candidates if specified adjacent controller of radio communication network should be rendered active controller of radio communication network is compiled in adjacent controller of radio communication network during preparation for switching- over of communication channel.
