FIELD: electrical engineering. SUBSTANCE: dry basic block 10 comprises plurality of cells 110,112,114 of actually bipolar configuration, which are assembled and joined together to provide for continuity and integrity of construction. Each cell 114 has two current-conductive plates 111A, 111B separated by predetermined distance, two identical dielectric plates 121, 123 aligned with one another and placed between plates 111A, 111B for separating and electrically isolating said plates, and porous and current-conductive layer of coat 119, 120, which is formed on one surface of each plate. Coat layer 119 comprises group of tightly arranged peripheral micro lugs 125 and group of micro lugs 127 loosely arranged in the middle of layer. Micro lugs 125, 127 impart constructional rigidity to cells and provided additional insulation of plates. Method involves adding electrolyte into gap of dry basic block 10 and covering filling openings to produce energy accumulating capacitor-type apparatus 10A. Edges of plates manufactured from porous metal oxides, metal nitrides or metal carbides are sealed with organic polymers in organic solvents.
