FIELD: building industry, namely closing of pipeline at restoring it or in emergency condition. SUBSTANCE: elastic sealing envelope of plug is in the form of cylinder with bottom and open end. Plug is placed in pipeline in such a way that its open end is turned to side of closed portion. There is elastic toroidal inflatable envelope in open end. Said envelope provides forcing of edge of elastic envelope to wall of closed pipeline. Plug is provided with mechanism for drawing edges of open end of envelope to center after releasing pressure in toroidal inflatable envelope. In order to pump or drain working fluid out of closed pipeline, plug is provided with draining valve and tube for by-passing liquid or gas from pipeline.
