FIELD: district heating for residential, public and industrial objects. SUBSTANCE: measuring zones are assigned on heat exchange surfaces of heat consuming installations, thermal converters measuring temperature gradients near heat exchange surface, predominantly in direction of normal to heat exchange surface, are located in assigned measuring zones. Thermal capacity per each measuring zone with due account of its area and heat conductivity of medium are found by temperature gradients. Control and metering of heat consumption by individual group of heat consuming installations are carried out by summation of heat powers of measuring zones included in this group. Two isothermal regions located in heat receiving and/or heat transferring media are selected and/or formed in each measuring zone at some distance from measuring base and temperature gradient for these isothermal regions is found as relation of temperature difference to measuring base. Number, location of measuring zones and measuring base are chosen from condition of proportionality of summary signal of thermal converters of relative thermal capacity of specified installations in equivalent units of measurement per each heating device. In the capacity of first isothermal region there is used surface of heat emitting element of heat consuming installation and second isothermal region is chosen in heat receiving or heat transferring medium. Second thermal converter is positioned on plate made of heat-conducting material. First and second isothermal regions are selected on heat conducting plates of heat consuming installations. Implementation of qualitative control over convective heat transfer of heating devices in combination with proposed procedure of local control and metering of heat consumption produce substantial positive effect as it reduces cost of devices realizing method of group metering of heat transfer not coupled to structure of heat distribution over individual heat consuming installations and diminishes number of electric coupling lines of thermal converters with metering centers.
