FIELD: measurement equipment.

SUBSTANCE: inventions refer to measurement equipment, and namely to systems of forming and controlling measurement data as per primary parametres determining public services used by householders (hot and cold water, heat and electric energy, gas). In order to achieve the result, there installed are inspection and measuring subsystems per each flat for each of energy sources: at the entry of each flat - electric energy sensors, in each flat - heat, hot and cold water, gas flow measuring devices. At that, for measuring water and gas flow there used are smart flow sensors, for measuring heat energy - enthalpy sensors, for measuring electric energy - electric energy sensors, with consumed electric power restriction function. At the building entrance there installed are commercial account subsystems for each of energy sources (heat, electricity, gas, cold and hot water), which are implemented based on certified accounting means.

EFFECT: improving accounting accuracy of energy resources consumed for common needs of the building, their distribution to consumers, at increase of serviceability.
