FIELD: propellants. SUBSTANCE: method consists in dosing viscous liquid and powdered components, preliminarily stirring them in premixer, stirring them under evacuation in lower mixer, and forming charge. Into premixer, excess of viscous liquid components is added in amounts 10-15 % on the weight of charge, after which proportion of components in upper mixer is adjusted by missing amounts of powdered components. Stirring in upper and lower mixers is conducted at 20 to 40 C and temperature difference between fuel mass and cooling agent no more than 10 C, and fuel mass is fed into engine body at temperature 65-80 C. When amount of fuel mass in mixer is sufficient to form the charge, dosage system is disabled and evacuation as well as transferring fuel mass from lower mixing into engine body are stopped. Fuel mass is worked out from premixer into upper mixer, from upper mixer into lower mixer until idling loading on mixer drive is achieved, after which lower mixer is sealed and vacuumized. Evacuation of fuel mass is effected by mixing during 7-20 min at residual pressure 5-25 mm Hg and then the charge is formed up to loadings on lower mixer drive by 5 to 10% superior to idling loading.
