FIELD: mechanical engineering. SUBSTANCE: apparatus has two engines, casing upper part with upper rotating rotor (disk), casing lower part with lower rotating rotor (disk). Concentric cones are mounted on disks. Circular slots or rectangular section are formed in upper and lower parts of casing and filled with concentric rings and composite filler medium treated with electromagnetic radiation. Apparatus is further equipped with housing, liquid and pressurized air supplying nozzle, expansion chamber, partial liquid condensing chamber, and air-liquid mixture discharge pipe union.
