FIELD: hygienic materials. SUBSTANCE: invention relates to water-dispersible material that can be used as moistened paper. Water-soluble composition and its modifications represents an indivisible cloth containing between 25 and 85% of trimer of unsaturated carboxylic acid or unsaturated carboxylic acid ester and about 15 to 75% of hydrophilic polymer, said water-soluble composition may be dissolved in aqueous medium with concentration of bivalent ions below approximately 50 ppm and concentration of monovalent ions below approximately 0.4 wt.%. Water- dispersible fibrous nonwoven material and its modifications comprising fibrous substrate and water-soluble binding agent are also described. Said material can be manufactured by bringing fibrous substrate into contact with effective amount of water-soluble binding agent to bind major part of fibers in substrate, after which fibrous substrate is dried.
