FIELD: medicine. SUBSTANCE: method involves applying scanning laser therapy in red bandwidth to skin projections of nerves, blood vessels and distal receptor fields in 10 daily procedures. Passive-active medical exercises are administered 2-3 h later after laser therapy treatment. The passive-active medical exercises treatment is composed of three parts comprising exercises for muscles innervated with cerebral nerves and respiratory exercises; exercises aimed at training basic motor skills; exercises aimed at training motor skills as integral reflex action. Patient is set in vertical position at the beginning of the fifth- seventh procedure. The treatment course is carried out under electroencephalographic control.
