FIELD: agricultural engineering. SUBSTANCE: apparatus has cutting and shear knives mounted inside casing and made in the form of double-armed levers, whose front ends are provided with symmetrical cutting edges and front cutting ends, which are bent in facing relationship to one another. Triangular slots are positioned in equally spaced relation on front ends of cutting knives along contact length for forming trapezium-shaped teeth thrusting against their front ends at an angle of 135 deg to their bases, with space being equal to 1/20 and depth being equal to 1/250 part of edge curvature radius. Adjacent cutting edges define at their contact point an angle of at least 3 deg but not in the excess of friction angle, with adjacent triangular slots being arranged in the vicinity of edge portion of respective knife. Construction of apparatus eliminates the process of forcing out of cut plants and bushes even at low cutting speeds by curved cutting edges of adjacent cutting and shear knives by forming thrust teeth on cutting edges of each cutting and shear knife.
