SUBSTANCE: invention relates to a binding agent comprising cadmium oxide, lead dioxide and water contain additionally technical glycerol in the following ratio of components, wt.-%: cadmium oxide, 44-51; lead dioxide, 23-30; technical glycerol, 9-16; water, the balance. Invention can be used for preparing building materials designated for protection against ionizing radiations and materials exhibiting high chemical stability. Invention provides economy of fuel-energetic resources due to molding without pressing and autoclave treatment, improvement of plastic-viscous properties and enhanced strength.
