SUBSTANCE: raw material comprises chemical-recovery and/or oil-origin components and water so constituting emulsion of raw material in water obtained by efficient stirring of components at 60 to 150 C. According to invention, raw material additionally contains asphalt obtained after deasphalting of heavy oil fractions by selective solvents and/or heavy pyrolysis tar, and/or phenol resin so that raw material finely contains, wt %: water 1.5-13, asphalt up to 30, pyrolysis tar up to 50, phenol resin up to 50, and chemical-recovery and/or oil-origin components - the balance.
