SUBSTANCE: device has case with bush and partition provided with hole, inlet and outlet cavities, inlet and outlet pipes, lid with drain cavity, and spring- loaded control piston that has cavity on top and is free to move inside bush and hole of partition; lid has axle-box whose lower end is passed through control piston and spring-loaded valve disposed in axle-box for providing communication between cavity above control piston and either outlet cavity of regulator or drain cavity at different times.
