SUBSTANCE: accelerator has power systems, vacuum chamber, at least one high-voltage generator, focusing system, accelerating electrodes, at least one system for feeding working medium being accelerated, and starting system. In addition accelerator is provided with at least one starting-system electron accelerator incorporating electron source and used for conveying accelerated electrons to at least one electrode of system for feeding working medium being accelerated, and two capacitors; starting-system accelerator electron source is electrically connected to one plate of one capacitor and electrically insulated from its other plate, the latter having output aperture for passing electrons; system for feeding working medium being accelerated is electrically connected to plate of other capacitor; power system is designed to build up negative potential to ground across capacitor plate with electron source.
