SUBSTANCE: apparatus has air intake device, ventilation system, heat-exchanger for heating sucked-in air, drive and discharge branch pipe. Heat-exchanger is equipped with deturbulator made in the form of grid having cylindrical, for example three-sided, cells arranged in spaced relation with respect to one another. Inlet and outlet ends of heat-exchanger are connected through tubes to discharge pipeline of cooling system. EFFECT: increased efficiency of fog dissipation on above-water objects and reduced power consumption. 1 dwg
