FIELD: food-processing, chemical, oil-producing and other industries. SUBSTANCE: high velocity is imparted to fluid medium to be treated at hydrodynamic impact against structural members of rotor at complex trajectories of continuous forced turbulent and turbulent vortex motion. Device has housing with inlet and outlet branch pipes with rotor wheel arranged inside it on drive shaft; external lateral surface of this wheel is provided with radial cylindrical vortex chambers. Provided in plane of rotation of rotor wheel are two groups of passages connecting inner cavity of rotor wheel with radial cylindrical vortex chambers. Each passage in group is connected with two adjacent radial cylindrical vortex chambers; passages on one group are shifted relative to passages of other group in plane of rotation of rotor wheel.
