FIELD: radio communications; rendering local-zone services to mobile phone users. SUBSTANCE: proposed method is used for assigning particular zone to mobile phone user and respective license fee including various kinds of billing for services rendered whose rates are compiled depending on whether user makes telephone call within or beyond zone. Local zone found by means of first measured value and second one in the form of subsector is defined by measuring two-way delay from stationary position in sector cell to adjacent user s base stations so as to prepare desired database of local zone including first and second values. To this end measured value of two-way delay is obtained from particular signal in case user s portable mobile terminal generates request signal for establishing call. Then user is checked for location inside sub-sector provided measured value of two-way delay is between first and second values of local-zone database.
