Method comprises steps of: transmitting, on part of a transmitter associated with an external base station, which is external to said cellular telecommunications network, a signal that indicates presence of NFF base station by mimicking a signal of a cellular communication antenna; detecting a request for connection to NFF base station that originates from transmitter of identification information request to mobile station, detecting identification information and determining identification data of subscriber and billing subscriber. Device implements method.
EFFECT: high efficiency of communication and improved compatibility of devices when performing payment transactions.
