SUBSTANCE: device has housing with comb secured to it, shearing cutter, lever kinematically joined with electric motor and pressure mechanism having pressure nut with stop, union, pressure chuck, stop rod. Device also includes limiter of ultimate effort having elastic member and made with possibility of keeping pressure effort in predetermined range; arresting unit that may prevent lengthwise motion of pressure chuck; guiding members for parts made with possibility of eliminating rotation of pressure chuck together with pressure nut.
