SUBSTANCE: proposed device has foundation connected with pipe line by means of pliable unit made in form of load-bearing cylindrical box coaxially embracing the pipe line; it is provided with branch pipe and cover in its upper portion. Inner space between outer surface of pipe line and box is filled with ball-shaped bodies made from elastic material. Said bodies are tightly located in one row over perimeter of pipe line. Box is detachable over generatrix of cylindrical surface and is provided with flanged joint; diameter of holes in end walls of box exceeds outer diameter of pipe line, thus making it possible to lay flexible gaskets in circular slotted clearances.
