FIELD: road- building. SUBSTANCE: proposed modifier being easily dispersed in bitumen blends in any proportions helping the blend to acquire improved properties as compared to conventional bitumen blends comprises (i) 10 to 75% polymer selected from group including natural rubber, ethylene/vinyl acetate copolymers, ethylene/propylene copolymers, synthetic rubbers (A-B)n or (A-B)n-A, where n is more than or equal to 1, A denotes polystyrene chains, and B polybutadiene or polyisoprene chains, indicated rubbers having being linear or branched, having block, partial block, or statistically block structure, and being hydrogenated or non-hydrogenated, as well as mixtures of indicated polymers in any ratios; (ii) 10 to 75% heavy oil fraction produced in petroleum processing and selected from group including: bitumen produced on vacuum distillation plants, deasphalting plants, and light cracking plants; moderate-viscosity distillate oil and mediate-viscosity heavy distillate oil from vacuum lubrication oil plant; high-viscosity cylinder oil (bright stock) from deasphalting plant; heavy extract of distillate oil and extract of high- viscosity cylinder oil from furfurol-purification installations; and mixtures of indicated fractions at any ratios; and (iii) 1 to 75% mineral filler selected from group including any-type, Portland cement, limestone, industrial-grade calcium carbonate, basalt, quartzite, fly ashes, talk, and mixtures thereof at any ratios. Modifier may also include additives enhancing adhesion capacity thereof. Invention likewise discloses a method for preparing modifier and pavement bitumen blend containing this modifier.
