SUBSTANCE: invention relates to a polymer-bitumen binder usable as a binding material in building, repair, and reconstruction of surfaces and bases of roads, bridges, airfields, and other construction objects. The claimed polymer-bitumen binder comprises bitumen, a plasticiser, a block copolymer of alkadiene and styrene, and also additionally comprises industrial sulphur and polyphosphoric acid as modifiers at the following component ratio, % wt.: tar with a conditional viscosity at 80°C of 20 to 300 - 0.0 to 40.0; distillate fraction at 420 to 560°C - 0.0 to 20.0; selective oil purification extract (SOPE) with a kinematic viscosity at 80°C of 4 to 100 mm2/s - 0.0 to 10.0; oil fraction after selective purification and deparaffination with a kinematic viscosity at 40°C of 30 to 110 mm2/s - 0.0 to 10.0; block copolymer of alkadiene and styrene - 2.0 to 5.0; industrial sulphur - 0.05 to 1.0; polyphosphoric acid with a mass concentration of 105 to 115% - 0.05 to 2.0; viscous road bitumen with needle penetration at 25°C from 50 to 130 tenths of a millimeter - up to 100.0 The invention also relates to a method for producing a polymer-bitumen binder.

EFFECT: proposed group of inventions provides a possibility of increasing the degree of homogenisation of the polymer-bitumen composition, resistance thereof to shear deformations, and thereby expanding the temperature range of operation.
