FIELD: automotive industry. SUBSTANCE: proposed tire has tread cap formed by two circular layers with non-conducting strengthening filler. Each said layer contains circular insert made of conducting rubber mix with circular surface on contact wall between two layers. Insert of first layer is provided with circular surface with round route on wall, and insert of second layer is provided on its wall a circular surface with route intersecting with round route of first layer and forming ridges at one and other side of said route so that great number of contact points is provided in circular direction between said routes ensuring electric connection between conducting elements. Second layer is extruded together with insert by means of device containing main extruder for extruding non-cured part of tread cap and microextruder whose nozzle is provided with sharp cutting edge and extrusion orifice and is pressed to movement device coupled with main extruder.
