FIELD: automotive industry; tires. SUBSTANCE: proposed tire has tread cap formed by two non-conducting layers, each containing circumferential insert made for conducting rubber mixture. At least one of layers is provided with insert made in form of flat in cross section with two bases, first of which is located on common contact wall between two layers and has width at least 10 times. Greater than width on wall of first base of second layer insert surface. First bases are located on common contact wall opposite to each other. Device for extruding one layer furnished with conducting insert has main extruder with nose and roller for extruding non-cured layer and microextruder installed stationary on bracket. Microextruder contains extrusion head with nozzle on end. Head and nozzle are arranged in one of elements of main extruder.
