FIELD: electrochemical industry. SUBSTANCE: the invention presents a method of electrochemical activation of a liquid and the device for its implementation. The method and device may be used in electrochemical industry to produce electrochemically an activated water and aqueous solutions of inorganic salts. Electrochemical activation of a liquid is carried out in the diaphragm electrolyzer. Treatment of a liquid by a permanent electrical current in the cathode chamber is conducted at simultaneous circulation of its low layers in the form of a distributed torrent in its high layers in the chamber till it achieves the given value of before obtaining a set value of the redox potential in both layers of catholyte. The circulation is executed due to mounted in the cathode chamber liquid flow distributors made of perforated pipes placed in bridge below and at the top of the chamber.
