FIELD: construction and operation of pipelines. SUBSTANCE: device contains tap with open gate hermetically connected with pipeline, housing of cutting-in mechanical hermetically connected with tap and furnished with geared motor, feed mechanism, circular milling cutter and mechanism for gripping circle out of pipe with hollow link arranged in tap. Said gripping mechanism is made in form of rod furnished with head for holding it in link space and arranged inside link, rod being preliminarily mated through lugs with circle to be out. Reduction gear and feed mechanism are made planetary. EFFECT: enlarged range of technical means. 4 dwg
