SUBSTANCE: frequencies allocated for each cell are intentionally grouped, each group having different frequencies; transceivers for each group of frequencies are covered by nesting areas with quasi-like noncrossing circuits one into other. Subscriber terminals are given access to radio links first of all with priority to those of frequency group covering innermost area of cell and if they are inaccessible, that is, if subscriber terminals are beyond this area or they are in this area but radio links of this group are completely busy, these subscriber terminals are sequentially, and with priority too, given access to radio links of this frequency group with numbers reduced by one.
