SUBSTANCE: system has base station, subscriber terminals, and switching center common for all base stations that has switchboard, communication controllers, and central controller incorporating main processor, radio link allocation means, desired radio link access sequence establishing means, transceiver j group recording unit, radio link assigning unit, and unit affording priority of subscriber terminal access to radio link. Subscriber terminal access to radio link is primarily given with priority to radio link of frequency group covering innermost area in cell and only in case of their inaccessibility, when subscriber terminal occurs beyond this area or within this area but with radio links of this group completely busy, is subscriber terminal sequentially admitted, and with priority too, to radio links of frequency group with j numbers reduced by one.
