FIELD: communications engineering; rendering telephone communication services to persons of limited mobility. SUBSTANCE: proposed method is used for rendering telephone communication services to persons of limited mobility, for instance patients of resuscitation departments of hospitals, convicts, and other citizens whose access to public communication networks is limited for technical or safety reasons, including guarantee of subscribers and preclusion of unauthorized use of official communication system. Orders for establishing telephone communications with persons of limited mobility are gathered from subscribers, information about gathered orders is transferred to residences of persons of limited mobility, capability of allocating telephone communication channel for these persons and respective subscribers is verified, then person of limited mobility gives his or her consent to talk with respective subscriber over telephone, whereupon time for telephone talk is set together with semantic structures prohibited for use when subscriber is talking with person of limited mobility, and subscriber terminal communication channel connected to public information network with official communication network terminal where person of limited mobility resides is organized within preset time; during communications between subscriber and person of limited mobility speech of both is given continuous semantic analyses and if at least one of semantic structures prohibited for use is detected, subscriber terminal of communication channel is disconnected from terminal accessible to person of limited mobility.
