FIELD: oxidation catalysts. SUBSTANCE: invention relates to the area of synthesis of materials, which find use as catalysts for small-scale organic synthesis, more particularly to improved method of preparing titanium silicate catalyst for processes of selective oxidation or organics with hydrogen peroxide. Invention aims at developing a method for preparing mesoporous, mesophase titanium silicate materials, which would be simultaneously heat-resistant and waterproofing, and also resistant against washing-out (leaching) of active component. For that aim, formation of titanium silicate mesostructural materials is effected in two steps. In the first step, mixture containing positively charged silicon hydroxo complexes is prepared, to which a titanium compound and a surfactant are added in any order, while maintaining pH within a range of 0.5 to 1.5. In the second step, portion of alkali solution is added so that pH of reaction mixture is maintained within a range of 1.5 to 7.0, after which mixture is subjected to hydrothermal treatment and product is then separated by filtration, washed, dried, and calcined.
