FIELD: well examination technology. SUBSTANCE: device has underground transmitting device, which is mounted between zero of electrical drive windings star coupler and its grounded body, and surface receiving device, which is mounted between zero of three-phase transformer secondary windings star coupler and its grounded body. Electrical drive windings are connected to windings of three-phase transformer through power supply cable. Surface receiving device includes power supply, receiving and information handling device, electronic key and two resistors. To zero of star coupler of secondary windings of three-phase transformer receiving and information handling device is connected, power supply is connected to it through first resistor, and electronic key is connected to it through second resistor, said devices also being connected to grounded body of three-phase transformer. Electronic key of surface receiving device, which is controlled by device for receiving and handling information, is made with possible connection to second resistor in parallel to first resistor and power supply in case of underground transmitting device commands transfer. Underground transmitting device has voltage stabilizer, device for collecting and transferring information, and two resistors. To zero of star coupler of electrical drive windings device for collecting and transferring information is connected, and also voltage stabilizer is connected through first resistor, and an electronic key is connected through second resistor, said voltage stabilizer and electronic key are also connected to grounded body of electrical drive. Electronic key of underground transmitting device, which is controlled by a device for collecting and transferring information, is made with possible connection to second resistor in parallel to the first resistor and to voltage stabilizer for transferring of surface receiving device telemetric information.
