SUBSTANCE: device has current and voltage transformers, proportional amplifier and portable portion. Into stationary portion additionally included are second current transformer, two instrumental amplifiers, first microcontroller, real-time clock with autonomous power source, power control module, power source block, first module of conversion of levels and galvanic decoupling, controlled chemical current source, first power-independent memory and temperature sensor, while portable portion is made in form of portable control panel with possible attachment-detachment to stationary portion by means of connecting cable and has a keyboard, module for transforming and stabilizing power voltage, built-in chemical current source, second microcontroller, real-time clock, second power-independent memory, indication module and second module for conversion of levels and galvanic decoupling.

EFFECT: lower power consumption with power from controlled chemical current source, etc.
