SUBSTANCE: device has base provided with feeder mounted above the feeding mechanism in the feeding zone and guiding chutes mounted for rocking in the vertical plane. The cutting mechanism is provided with the rotating ring-shaped knife and is mounted at an angle to the guiding chutes. The plate knife is fixed and inclined to the guiding chutes in the vertical plane. The centering mechanism is made of the pressing chute mounted on the spring-loaded supports and centering stop fixedly mounted above the pressing chute.
