FIELD: manufacture of building materials.

SUBSTANCE: invention relates to road-building materials and can be used both for creating non-rigid structural layers of pavements and for reinforcing ground of road embankments when drawing pipelines. Method comprises blending oil-containing component with mineral components, said oil-containing component being oil-containing waste, in particular oil-slime subjected to multiple-stage treatment: (i) washing off light oil fractions with fresh water preheated to 60-65^оС and containing water-soluble demulsifier in amounts 100-120 g per 1 m³ fresh water, volume ratio of preheated water with demulsifier to slime being 1:1 and (ii) desalting and washing oil-slime with fresh water to achieve level of chloride salts in wash water no higher than 0.1%. Thereafter, thus treated oil-slime is blended with mineral components in proportion 1:5.

EFFECT: increased water resistance and strength due to good adhesion between binding oil-slime and mineral components.
