FIELD: building construction and maintenance, particularly for commercial and entertainment buildings, namely restaurants, bars, cafes, playing establishments and so on having rotary structures.

SUBSTANCE: building comprises frame, sheathing supported by posts and resting upon foundation perimeter. Sheathing is formed as three-dimensional unit on which hollow central shaft is installed so that central shaft communicates with rooms of the sheathing. Hollow central shaft has elevator arranged inside the shaft and staircase, preferable winding staircase, is located around the shaft. Building rooms are grouped at least in two layers and have floor structure formed so that lower floor structure has area less than upper one. Building has wall enclosure formed at least on one layer. Layer of greater area is composed of central fixed panel and annular one rotating around central panel. The annular panel is rotated by rotary mechanism. The annular panel may perform swinging movement during rotation thereof. Rotary mechanism has rotary speed regulator and breaking means.

EFFECT: increased building reliability and improved convenience.
