SUBSTANCE: device comprises housing that receives electrode, which is mounted axially symmetrical with respect to the housing, and branch pipes for supplying and discharging liquid and gas. The housing is made of the Venturi pipe, and the electrode is made of a rod whose diameter decreases in the zone of convergence of the housing and increases in the zone of divergence of the housing so that in any cross-section of the device the ratio of the rod diameter to the housing diameter is constant.

EFFECT: improved quality of cleaning.
