SUBSTANCE: method realizes two-stage decision-taking principle, transitioning to decentralized method for monitoring and controlling distributed global telecommunication systems. Block for identification of status of telecommunication system operates in three modes: current control mode, control error estimation mode and learning mode.
EFFECT: reduced volumes of control information circulating in distributed system, increased interference resistance of control system.
