FIELD: physics.
SUBSTANCE: invention relates to systems for monitoring the technical state of elements of information and telecommunication networks (ITCN). Essence of the invention is as follows. ITCN contains a decision support system, with outputs of which are interfaced with network elements of an information and telecommunication network, and a situational centre to which measurement information is received from a plurality of intelligent agents – ITCN sensors through measurement data collection servers on network devices, on connections and on network topologies. Situational centre comprises servers of sensor, telecommunication and dispatcher levels of ITCN resources control, each of which consists of software-implemented module of requirements for reliability, module of requirements for noise immunity and module of requirements for survivability. Each of these modules is connected to modules for checking compliance with requirements. Second inputs of the requirements verification modules are connected to a network devices technical state evaluation module, a connection state evaluation module and a network graph connectivity evaluation module.
EFFECT: possibility of collecting, accumulating and analysing measurement information.
