FIELD: railroad communication systems.

SUBSTANCE: the system contains receiver-transmitter, mounted on locomotive, at least one receiver-transmitter, remote from locomotive, database for storing data concerning a set of communication circuits, accessible by given communication system. First control and measuring device is used to determine parameter, which indicates quality of communications between receiver-transmitters, when aforementioned receiver-transmitters operate using the first one of accessible communication circuits and generate data, which indicate the quality of communications. Processor maintains connection to controlling and measuring device and database, and is configured to select second communication circuit, when the quality of communications, provided by first communication circuit, is not satisfactory for ensuring reliable transmission of command data to locomotive.

EFFECT: ensured efficient transmission of command data for managing operation of locomotive.
