SUBSTANCE: invention relates to communication networks. The technical effect is the increase of network availability. For that purpose, next generation packet-oriented networks operate using the principle of separation of the connection control and link control. In these networks, unlike today's networks using time multiplexing, separate network elements are used for the connection control and link control, the link control network element is designated as a media gateway, and the connection control network element is designated as a media gateway controller. Due to physical separation and location separation of the connection control and the link control, some problems arise, in particular, the problem of efficiency loss because of significant increase of quantity of signalling messages and signalling delay times due to the distances. Part of the connection control functionality is integrated in the media gateway while the remaining connection control part, in particular, the one concerning centralised management and control functions remains in the media gateway controller.

EFFECT: increase in data communication network availability.
