FIELD: construction.

SUBSTANCE: invention pertains to construction of embankments located near roads, pavements and other off-shore structures. The embankment consists of a sea wall, installed on a foundation along the shore line, with a parapet on the side of the water space. The parapet is solid or latticed. Along the sea wall there is a highway and more structures, made in form of an over-water road, located lengthwise on the sea wall over the water surface and adjacent to the sea wall by the side frame of the water space. The road is at a level lower than the level of the highway and on the whole length on the side of the water space is equipped with protection obstacles and fixed to the sea wall. The sea wall with the parapet is equipped with passages for joining the highway and the road. The over-water road can be multi-layered, and for flood protection purposes, it is turning. When making the parapet in lattices, the road is equipped with a screen, installed on the side of the parapet, and planted land along the parapet.

EFFECT: invention increases the functional capabilities of the embankment due to use of over-water space for making pavements, roads for bicycles and other ecologically monorail transport, increases the surface area of highways, improves ecological conditions and increases safety of pedestrians and passengers, improves the appearance of the embankment, increases the effectiveness of the sea wall and anti-flooding functions of the structures on the embankment.
