SUBSTANCE: invention relates to machine building and can be used in transport vehicles and power engineering. The internal combustion rotary engine consists of phase-shifted compressor and power plant, an ignition system and valve timing system. The compressor and power plant make a system of valves with slots and rotors with blades running synchronously running in chambers with a zone limited by the R.H. and L.H dead centers. The valve timing system consists of a transfer chamber, a following system and a space. One end of the transfer chamber contacts the compressor valve slot when the rotor blade passes through the L.H. dead center, while the other end touches the power plant valve slot when the rotor blade passes through the R.H. dead center. The following channel begins in the power plant valve slot and does not reach it on the other side by the magnitude of the dead space. The space communicates the power plant working zone with the following channel in a beeline.
EFFECT: provision of isolation of the mix being compressed from the hot gases of the previous rotary engine stroke.
