SUBSTANCE: invention refers to video signal coding and decoding systems based on weighed prediction. Offered video signal decoding procedure includes stages as follows. Coded video signal bit stream is received, and then coded video signal is decoded. Bit stream contains the first section containing reference block to restore current block in enhancement layer and the second section containing information specifying whether weighed prediction factor applied to reference block, is formed using information on base layer corresponding to enhancement layer.
EFFECT: higher video signal coding/decoding efficiency due by means of reduction error in compressed current block and predicted image.
