SUBSTANCE: present invention pertains to wireless communication and can be used for generating required amplitude-frequency and phase-frequency response of phase-manipulated, amplitude-manipulated as well as amplitude-phase-manipulated signals in a given frequency band and frequency transformation. The device for modulating amplitude and phase of radio-frequency signals comprises a source of radio-frequency signals, a two-terminal controlled element, a four-terminal network, made from resistive two-terminal elements, a load for the transmitted amplitude and phase modulated radio signals with vector impedance. The parameter values of the resistive elements are chosen from the condition of meeting the required phase of the transmission constant in the first state and from the condition of attaining the value of the modulus of the transmission constant in the first state of the two-terminal controlled element, as well as the condition providing for the ratio of the moduli and phase differences of the transmission constant in two states of the two-terminal controlled element, defined from two extreme values of the low-frequency control signal chosen from a given mathematical expression.

EFFECT: provision for manipulation of the amplitude and phase of the intermediate line signal in two states of the two-terminal controlled element in a wide frequency band.
