SUBSTANCE: invention pertains to pipeline transport and is used for repair of local pipelines defects by wrapping of its external surface. When making a blank insulating pads in the form of cords, for example, rubber ones, are placed in one or several "streams" simultaneously on to the stripe of glass plastic during the stage of application of adhesive composition; during pipe wrapping rods are removed. The device contains a circular rotor, coil holder accommodating blank of the flexible coiled fiber glass plastic tape, hold down roller and a stitcher, it is additionally equipped with a platform housing delivering and receiving spools, bobbins for insulating cords laying on to the surface of the applied adhesive composition and receiving of the cords used in the wrapping process, and scrappers - cutters.
